Brain-computer radio communication has long been considered impossible by the majority of people and has consequently been relegated to science-fiction, but the fact is that the technology had been developed into reality by at least the 1960s, during which time the initial experiments were being performed on unwitting subjects. The system has at different times been called Intra Cerebral Mind Control, ESB, Electronic Stimulation of Brain, Biological Radiocommunication or Bio-medical telemetry and in both the eastern and western worlds is the prevailing system of mind control, creating unlimited possibilities to influence and change an individual’s behavior patterns and personality. By means of two-way radio communication, called telemetry or remote-control, an electromagnetic wave can be sent on a return trip to a receiver/transmitter located under the skull or in the brain; this signal records the activity of the brain and returns it to a computer for analysis, from which all aspects of the subject’s life can be exposed. Radio transmitting crystals, which when injected into the bloodstream fasten themselves to the brain, have been under development for decades. They work on the same principle as a normal transmitter, use the same technology, and contain the same possibilities.

 

To analyze an EEG in a computer instead of a conventional printer provides an entirely fresh perspective on the conclusions which can be drawn, and gives a whole new perspective on what can be concluded. Cognitive manifestations and activity such as thoughts and visual impressions or emotions, behavior and psychological reactions can continually be registered making it possible for secret police authorities, medical scientists and the state to observe an individual in a deeper and more comprehensive way than the individual could possibly do him or herself. Through analysis and manipulation by the computer, it is even possible for changes in an individual’s physical mental status to be effected. The potential of intracerebral remote control is limited only by the imagination of the investigator, especially when it is remembered that, since these frequencies travel at the speed of light, the system of control is not constrained by matters of range.

 

Concerning the case of Mr. N’Tumba, it is obvious that there is simply no justification for implanting the mind transmitter, whether for police surveillance or psychiatric research. We feel, furthermore, that this is yet another example of human rights violation as defined under the CSCE 1980-83 Madrid conference and as embodied in the Final Act of Helsinki. We also wish to note that such activities are also in contravention of several agreements, endorsed by Great Britain, within the United Nations system, including in particular the International Bill of Human Rights and Articles 3, 4, 5 and 12 of the Universal Declaration of Human Rights.

 

Recently, we received some X-ray pictures of Mr. N’Tumba and our medical experts in Stockholm have examined those of his skull and can confirm that a transmitter has been implanted in his left nostril. Furthermore, it can be seen that electrodes placed in the occipital lobe are blocking the blood flow behind their delimitation where the oxygen depletion is caused and this is seen as well in his frontal brain just above the implanted transmitter. Among the changes caused by the frequencies affecting his brain, the reduced oxygen levels have induced an alteration of neurological functions, impaired cognitive abilities including that of memory. Moreover, he has obviously been anaesthetized without his knowledge so that this implantation could be performed.

 

We would greatly appreciate a statement regarding your views concerning this issue, and we urgently press you for all possible assistance which you can give to Mr. N’Tumba.

The first signs of radiation from electromagnetic weapons were noticed during the nights of the 11th October, the day after the letter [reproduced here in abbreviated form] was faxed worldwide. I was awakened at 3 a.m. by a blockage of the blood circulation in my hands, feet, forearms and parts of my legs, hands and feet swelled up and became numb. My face and back became sunburned as if I had been sunbathing on a hot summer’s day. This was to be repeated night after night and it must be assumed that the electromagnetic waves were ultraviolet in nature, a radiation which affects the skin’s pigmentation and which are known to cause cancer. The radiation continued during the following day and night and even though I tried to be at home as little as possible, it became quite clear that they still had the power to vary the spectrum and intensity of the radiation which they were using against me. From the first day, I experienced noticeable changes in my lungs and windpipe which resembled the symptoms following the radiation of 1985. The windpipe and respiratory passages became parched, my voice hoarse, and my lungs painful. I also suffered from acute amnesia whenever I crossed the threshold to my flat. By the third day, I considered it my safest move to leave my flat and so I went away for a week.

 

On returning, I found myself in a radiation chamber of considerably greater power than the one I had left in which it was possible to generate a multitude of destructively painful symptoms by varying the spectrum and intensity. I was kept awake at nights and sent into a kind of trance during the days, but by far the most frightening effect was that on the lungs which even after the first night had been severely impaired. When, after two days, I also began to suffer from backache and an almost crippling immobility, and when even the shortest possible time in my flat began to be unbearable, I felt that it was time to desist risking my life and moved in with friends. Since I had to return occasionally to my flat, I was able to establish that the radiation continued to penetrate my flat and on one fortunate occasion I was able to identify its source. The deteriorating winter found me at home one evening taking in some flowers from my balcony when I noticed in the block opposite, in the window of the flat directly under my own, was some apparatus, partially visible between the angled slats of a venetian blind. It was directed up at my flat. It was emitting no light but its surface was lustrous.

 

During the night I collected some infra-red film and some binoculars so that I could study it more closely. As early as the previous summer, being more often out on the balcony, I had noticed that there was never any light in that flat, just as there is none nowadays. The day after, I called on the flat at Verkstadsgatan 22 and rung the doorbell above the name Broman. No one answered, not surprisingly since I heard from the neighbors that he had passed away some months back. The same day, I had the film developed; the picture I obtained revealed the apparatus with startling clarity.

 

From here SÄPO was terrorizing me and enfeebling my health with their destructive radiation, and so together with some friends I contrived to break into the flat and seize the apparatus. However, by 8 p.m. the same evening when I was home monitoring the situation, I noticed that the apparatus was gone. They had been there and removed it and with it, the radiation. I was able to return home.

 

This letter has been written in English since so much of the material is already on disk in that language and since I feel it is a more practical language to use. The letter has not been written with the intention of prompting a written reply, since any answer you convey I am sure to notice. I would, however, appreciate acknowledgment of receipt.

There had been an ongoing controversy over health effects of electromagnetic fields (EMF) for years (e.g., extremely low frequency radiation and the Navy’s Project Seafarer; emissions of high power lines and video display terminals; radar and other military and industrial sources of radio frequencies and microwaves, such as plastic sealers and molders). Less is known of Department of Defense (DOD) and Central Intelligence Agency (CIA) interest in anti-personnel applications of the invisible energies. The ability of certain parameters of EMF to cause health effects, including neurological and behavioral disturbances, has been part of the military and CIA arsenal for years.

 

Capabilities of the energies to cause predictable and exploitable effects or damages can be gleaned from discussion of health effects from environmental exposures. Interestingly, some scientists funded by the DOD or CIA to research and develop invisible electromagnetic weapons have voiced strong concern (perhaps even superior knowledge or compensatory to guilt) over potentially serious consequences of environmental exposures.

 

Eldon Byrd who worked for Naval Surface Weapons, Office of Non-Lethal Weapons, was commissioned in 1981 to develop electromagnetic devices for purposes including “riot control,” clandestine operations and hostage removal. In the context of a controversy over reproductive hazards to Video Display Terminal (VDT) operators, he wrote of alterations in brain function of animals exposed to low intensity fields. Offspring of exposed animals “exhibited a drastic degradation of intelligence later in life … couldn’t learn easy tasks … indicating a very definite and irreversible damage to the central nervous system of the fetus.” With VDT operators exposed to weak fields, there have been clusters of miscarriages and birth defects (with evidence of central nervous system damage to the fetus). Byrd also wrote of experiments where behavior of animals was controlled by exposure to weak electromagnetic fields. “At a certain frequency and power intensity, they could make the animal purr, lay down and roll over.”

 

Jose Delgado, advocate of a psychocivilized society through mind control, no longer implants electrodes in the brains of mental patients and prisoners; he now induces profound behavioral changes (hyperactivity, passivity, etc.) by exposing animals to precisely tuned EMFs. He has also written of genetic damage produced by weak EMF fields, similar to those emitted by VDTs. Invariably, brain tissue damage and skeletal deformation was observed in new born chicks that had been exposed. He was concerned enough to check emissions from the appliances in his kitchen.

 

Ross Adey induces calcium efflux in brain tissue with low power level fields (a basis for the CIA and military’s “confusion weaponry”) and has done behavioral experiments with radar modulated at electroencephalogram (EEG) rhythms. He is understandably concerned about environmental exposures within 1 to 30 Hz (cycles per second), either as a low frequency or an amplitude modulation on a microwave or radio frequency, as these can physiologically interact with the brain even at very low power densities.

 
Microwaves
 

Microwave health effects is a juncture where Department of Defense and environmental concerns collide and part ways. Security concerns, according to Sam Koslov of Defense Advanced Research Projects Agency (DARPA), first prompted U.S. study of health effects of low intensity (or non-thermal) microwaves. At times, up to 70-80% of the research was funded by the military. From 1965 to 1970, a study dubbed Project Pandora was undertaken to determine the health and psychological effects of low intensity microwaves, the so-called “Moscow signal” registered at the American Embassy in Moscow. Initially, there was confusion over whether the signal was an attempt to activate bugging devices or for some other purpose. There was suspicion that the microwave irradiation was being used as a mind control system. CIA agents asked scientists involved in microwave research whether microwaves beamed at humans from a distance could affect the brain and alter behavior. Dr. Milton Zaret who undertook to analyze Soviet literature on microwaves for the CIA, wrote: “For non-thermal irradiations, they believe that the electromagnetic field induced by the microwave environment affects the cell membrane, and this results in an increase of excitability or an increase in the level of excitation of nerve cells. With repeated or continued exposure, the increased excitability leads to a state of exhaustion of the cells of the cerebral cortex.”

 

Employees first learned of the irradiation ten years after Project Pandora began. Before that, information had been parceled out on a strict “need to know” basis, which excluded most employees at the compound. Due to secrecy, and probably reports like Dr. Zaret’s, Jack Anderson speculated that the CIA was trying to cover up a Soviet effort at behavior modification through irradiation of the U.S. diplomats, and that the cover up was created to protect the CIA’s own mind control secrets.
