Volckmann never provided many details behind his decision to relocate General Headquarters. It appears, however, that the highest concentration of USAFIP-NL forces lay on the western side of North Luzon. Volckmann also stated that news of the growing Allied offensive in the Pacific contributed to his decision. This may indicate that he already had a firm idea of directing Allied forces to the western coast for their eventual campaign against the Japanese Fourteenth Army.
